The Inca Road System (Qhapaq Ñan)
The Qhapaq Ñan (also spelled Cápac Ñam in older transcriptions), a compound of qhapaq (“great” or “royal”) and ñan (“road” or “path”), was the great road system of the Inca Empire. Built and maintained primarily during the imperial phase of the Inca state from the mid-fifteenth to the early sixteenth century, the Qhapaq Ñan was the largest and most sophisticated road network in the pre-Columbian Americas, and one of the largest in the pre-industrial world. In 2014, the Qhapaq Ñan was inscribed on the UNESCO World Heritage List as a transnational serial nomination covering 273 associated components across six modern countries: Argentina, Bolivia, Chile, Colombia, Ecuador, and Peru. The system enabled the rapid movement of armies, the transmission of tribute to the imperial center, the relay of messages by chasqui runners, the migration of populations through the mitma relocation program, and the integration of the four regions of Tawantinsuyu into a single political economy.
Geography and Extent
The Qhapaq Ñan was anchored on the imperial capital of Cusco, the religious and political center of the Inca state, and radiated outward in four great trunk roads that followed the four suyus. The road through Chinchaysuyu, which the chroniclers put at roughly 1,800 kilometers (a straight-line figure; modern reconstructions of the routed highland road place the distance closer to 3,500 to 4,000 kilometers), extended to Quito; the road through Antisuyu descended into the eastern lowlands toward the frontier; the road through Collasuyu extended south across the altiplano and the Andes to the Maule River in central Chile, a distance of approximately 3,600 kilometers; and the road through Cuntisuyu ran to the coast at Chincha and then southward along the Pacific to the Atacama frontier. From these trunk lines branched a dense network of secondary roads, local roads, and trails that connected hamlets, agricultural terraces, mines, and shrines.
Modern estimates of the total length of the Inca road system range from 30,000 to 50,000 kilometers, depending on whether minor paths and local feeder roads are included. John Hyslop, in his comprehensive 1984 study The Inka Road System, calculated a core network of royal roads of approximately 23,000 kilometers. More recent scholarship, including the work of the Qhapaq Ñan Project led by Peruvian archaeologist Javier Lumbreras, has revised the figure upward to between 40,000 and 60,000 kilometers, including regional and local roads. The discrepancy reflects both the difficulty of distinguishing Inca roads from pre-Inca roads and the continuing discovery of new sections in remote regions.
The Qhapaq Ñan traversed an extraordinary range of environments. The trunk road through Chinchaysuyu rose to elevations above 4,500 meters in the high puna, descended to sea level on the north coast of Peru, and crossed the equatorial Andes of Ecuador at altitudes above 4,000 meters. The trunk road through Collasuyu crossed the altiplano of Lake Titicaca at 3,800 meters, descended into the deep canyons of the Peruvian south, and continued to the central valley of Chile, where it reached the frontier of the Diaguita and Mapuche peoples at the Maule River. The trunk road through Cuntisuyu descended from the highlands of Cusco to the coast and then ran south through the hyperarid Atacama Desert, where, in some stretches, it was built as a raised causeway above the loose sand. The trunk road through Antisuyu was the most difficult of the four, descending from the Cusco basin into the cloud forest of the ceja de selva in less than 100 kilometers, and continuing to the lowland frontier.
Construction and Engineering
The Qhapaq Ñan was built to a remarkably uniform standard given the geographical diversity it traversed. Roads in the highlands were typically 3 to 6 meters wide, paved with fitted stone or compacted earth, with retaining walls along steep sections and drainage channels along the shoulders. Where the road crossed swamps or soft ground, the Inca built causeways of stone and earth, sometimes several meters high. In the coastal desert, the roads were often built as raised causeways above the sand, with walls of fitted stone. In tropical lowland settings, the roads were narrower, often 1 to 2 meters wide, with timber or stone edging to mark the way in dense forest. The Inca also built causeways across rivers and lakes, of which the most famous is the road across Lake Titicaca near Tiquina, described by the chroniclers as a causeway of stone and timber some 4 kilometers long.
The engineering of the Qhapaq Ñan has been described in detail by John Hyslop, the excavator of sections of the road in the Peruvian highlands. The road surface in highland sections was often built of a layer of large cobbles, covered with a layer of smaller stones, and finished with a layer of compacted earth or, in some cases, gravel. The drainage system was particularly elaborate: drains ran along both sides of the road, with culverts that channeled water across the road surface to prevent erosion. Where the road crossed steep slopes, retaining walls of fitted stone, often 2 to 3 meters high, held the road in place. Switchbacks were used to gain elevation on the steepest sections, and in the most difficult terrain the road was cut into the living rock.
The Qhapaq Ñan also included a remarkable range of structures: bridges of rope and stone, staircases cut into cliffs, retaining walls, and way stations. The rope suspension bridges of the Andes, woven from ichu grass or q’oya reeds, are among the most famous features of the road system. The chroniclers described more than 100 such bridges across the empire, the most famous of which was the bridge over the Apurímac River, which was reconstructed annually by the communities on either bank. The chronicler Miguel Cabello Valboa, writing in 1586, recorded that the Apurímac bridge was over 60 meters long and was rebuilt each year as part of the mit’a labor obligations of the local population. The bridge was held together by cables of woven grass, and the Inca had a system of inspections to ensure that the bridge was in good condition before the army or the Sapa Inca crossed it.
Tambos and Way Stations
Along the Qhapaq Ñan, the Inca established tambos — way stations located at intervals of roughly 20 to 30 kilometers, the distance a loaded llama could travel in a day. The tambos served as inns for travelers, storage facilities for food and military supplies, and administrative centers for the surrounding districts. The Inca maintained an estimated 2,000 or more tambos across the empire, ranging in size from small shelters of a few rooms to large complexes with hundreds of rooms, storehouses, and administrative offices. The most elaborate tambos, such as those at Huánuco Pampa, Vilcashuamán, Tambo Colorado, and the great tambo at Incahuasi in the Puna de Atacama, were the seats of provincial administration and contained palaces, temples, and warehouses.
The most thoroughly excavated tambo is Huánuco Pampa, a city of perhaps 3,000 to 4,000 inhabitants built by Pachacuti in the central highlands of Peru around 1470. The site, excavated by John Hyslop in the 1970s and 1980s, contains more than 4,000 structures, including a central plaza, the Inca’s palace, a temple of the sun, a ushnu platform, more than 500 storehouses arranged in regular rows, and quarters for the mit’a laborers, the soldiers, and the llama herds. The plan of Huánuco Pampa is characteristic of the larger tambos: a rectangular grid with the principal administrative and ceremonial structures at the center, the storehouses grouped in regular rows, and the residential quarters at the edges.
The tambos were administered by appointees of the central government and were stocked with maize, dried meat, cloth, sandals, and other items, in part to support the army, the chasqui courier service, and the Sapa Inca on his travels, and in part to provide for the population in times of poor harvest. The Spanish chronicler Pedro Cieza de León, who traveled the road in the 1550s, recorded that each tambo was required to keep a store of food and supplies, and that the caciques of the surrounding district were responsible for maintaining the tambo. Cieza de León wrote: “In each tambo there are many houses and lodging places, and they are built with much care. There are rooms for the lords and for the captains when they pass, and there are warehouses full of food and supplies… the caciques of the district are obliged to keep these tambos supplied.”
The storehouses of the tambos, called qollqa in Quechua, were a particular architectural innovation. The typical qollqa was a circular or rectangular structure of stone or adobe, with a thatched roof and ventilation slits at the top and bottom to allow the circulation of air and to keep the contents cool and dry. The largest qollqas, such as those at the tambo of Paria in the Bolivian altiplano, were more than 30 meters in diameter and could store hundreds of tons of grain. The qollqas were used to store maize, quinoa, potatoes, dried meat, cloth, and other items, and the system of qollqas along the Qhapaq Ñan allowed the Inca to move food and supplies across the empire in response to military, political, or climatic emergencies.
The Chasqui Courier System
The Inca communication system relied on the road network and on the chasqui (or chaski in modern Quechua), professional runners who carried messages in relay along the royal roads. The chasquis were organized in pairs, stationed at intervals of approximately 2 to 3 kilometers along the major roads, and they were expected to be ready at any moment to receive a message and run it to the next post. The chroniclers described the chasquis as young, fit, and well-trained, and reported that they carried messages on foot, often barefoot, at a running pace.
The speed of the chasqui system was extraordinary. The chronicler Pedro Pizarro, who fought in the Spanish conquest in the 1530s, recorded that messages could be carried from Cusco to Quito — a five-day run that, in straight-line terms, comes to roughly 1,800 kilometers, though the routed highland road is closer to 3,500 to 4,000 kilometers in modern reconstructions. Other chroniclers reported similar figures: a message from the southern frontier at the Maule River could reach Cusco, a distance of more than 3,000 kilometers, in about ten days. The chasquis used a combination of memorized verbal recitations and quipus to carry information. Some messages were simple: an army had been sighted, a governor had died, a village had been attacked. Other messages were complex: a census count, a tribute list, a military roster. The quipus allowed the chasquis to carry numerical and categorical information that could be interpreted by the quipucamayocs at the provincial capital or at Cusco.
The chasqui system was an essential instrument of imperial administration. The Sapa Inca relied on it to receive news from the provinces, to coordinate military campaigns, and to ensure the loyalty of distant governors. The system also served a symbolic function: the chasquis were the eyes and ears of the Sapa Inca, and their regular reports reinforced the central authority. The Spanish, after the conquest, attempted to maintain the chasqui system for a time, but it gradually declined as the colonial administration developed its own communication system based on written documents and horses.
Roads and Imperial Integration
The Qhapaq Ñan was the principal instrument of integration of the four suyus of Tawantinsuyu. The road system bound the imperial capital at Cusco to the four corners of the empire, and it enabled the rapid movement of armies, the transmission of tribute, and the migration of populations. The road system was also a tool of imperial control: the rapid movement of armies along the Qhapaq Ñan allowed the Sapa Inca to respond quickly to rebellions or invasions, and the dense network of tambos and qollqas ensured that the army was fed and supplied wherever it went. The scholar John Murra has written that the Qhapaq Ñan was “the spine of the Inca state,” the infrastructure on which the political economy of Tawantinsuyu rested.
The road system also served a symbolic function. The Qhapaq Ñan was a tangible expression of the relationship between the capital and the provinces, and the road system was understood as a kind of sacred geography. The chronicler Felipe Guaman Poma de Ayala included in his Nueva Corónica y Buen Gobierno (c. 1615) a drawing of the four trunk roads leaving Cusco, each labeled with the suyu it served, and described the road as a “river” of people, goods, and information that flowed from the provinces to the center. The road system was also associated with the cult of the sun and with the ceque system, and many of the tambos had temples dedicated to Inti and other deities.
The integration provided by the Qhapaq Ñan was uneven across the four suyus. The highland spine of the Andes, which connected the Cusco basin to the northern highlands of Ecuador, was the most intensively integrated zone, with dense networks of roads, tambos, and administrative centers. The coastal road, which linked the irrigated valleys of the Pacific, was similarly well developed. The eastern frontier in Antisuyu, by contrast, was more difficult to integrate, and the road network there was sparser and less well maintained. The asymmetry of the road system reflects the asymmetry of the suyus themselves: the highland and coastal regions were the economic and demographic core of the empire, while the eastern lowlands were a frontier zone that the Inca exploited through trading colonies and military garrisons rather than dense settlement.
Decline, Survival, and Modern Research
The Qhapaq Ñan survived the Spanish conquest of the 1530s in part because the Spanish administration made use of it. The Spanish reorganized the Inca road system to suit their own purposes: they introduced horses, mules, and wheeled vehicles; they built bridges of stone and timber; they established a system of postas, or relay stations, modeled on the Inca tambos; and they used the road to move silver and mercury between the mines of Potosí, Huancavelica, and Cerro de Pasco. Many of the Spanish towns — Lima, Cusco, Quito, La Paz, Potosí — were founded on or near Inca tambos or administrative centers.
The Qhapaq Ñan has been the subject of intensive archaeological and historical research since the late nineteenth century. The work of John Hyslop, Luis E. Valcárcel, and Carlos Gibaja in the twentieth century established the outlines of the road system, and the Qhapaq Ñan Project of the Peruvian Ministry of Culture, launched in 2000 and coordinated with international teams from Argentina, Bolivia, Chile, Colombia, and Ecuador, has mapped and documented hundreds of sections of the road. The 2014 inscription of the Qhapaq Ñan on the UNESCO World Heritage List marked a major international recognition of the importance of the road system, and ongoing work continues to map and protect the surviving sections, including the famous Inca trail to Machu Picchu and the road across the Puna de Atacama.
